The organisation of football in Montenegro is structured according to a hierarchical league system, allowing clubs to ascend or descend based on their performances. This structure is divided into several levels, ranging from professional football to amateur football.
At the top of the hierarchy is the Prva Crnogorska Fudbalska Liga, which is the highest level of Montenegrin football. It comprises 10 professional clubs that compete for the title of Montenegro's champion. The bottom three clubs in the standings at the end of the season are relegated to the Druga Crnogorska Fudbalska Liga, which also includes 10 clubs. The top two clubs from the Druga Liga are promoted to the Prva Liga, while the bottom three are relegated to the Treća Crnogorska Fudbalska Liga.
The Treća Crnogorska Fudbalska Liga, the third level of Montenegrin football, is subdivided into three regional groups. The champion clubs from each group are promoted to the Druga Liga. Below the Treća Liga, there are amateur football leagues organised at the municipal level.
Football in Montenegro is also characterised by a strong presence of cup competitions, notably the Montenegro Cup, which is open to all clubs from the top three levels of the league system. This competition provides another avenue for clubs to win a prestigious title and qualify for European competitions.
