Organisation of Football in Estonia

The organisation of football in Estonia is structured according to a hierarchical league system, allowing clubs to ascend or descend based on their performances. This structure is divided into several levels, ranging from professional football to amateur football.

At the top of the hierarchy is the Meistriliiga, which is the highest level of Estonian football. It comprises 10 professional clubs that compete for the title of Estonian champion. The bottom two clubs in the standings at the end of the season are relegated to the Esiliiga, which also includes 10 clubs. The top two from the Esiliiga are promoted to the Meistriliiga, while the bottom three are relegated to the Esiliiga B.

The Esiliiga B, the third level of Estonian football, hosts 10 clubs, mainly semi-professional. The top two teams are promoted to the Esiliiga, and the bottom three are relegated to the II Liiga. This level is subdivided into four groups of 10 to 14 clubs each, operating on the same principle of promotion and relegation with the Esiliiga B and the III Liiga.

The III Liiga, the fifth level of Estonian football, is organised into 4 regional groups. It includes amateur clubs as well as reserve teams of professional clubs. Beyond the III Liiga, the system continues with regional divisions, highlighting the depth and richness of Estonian football at all levels of competition.

Levels 6 to 8 are made up of the IV Liiga, V Liiga and VI Liiga, which are organised by regional leagues. Levels 9 to 11 are made up of the VII Liiga, VIII Liiga and IX Liiga, which are organised by county districts. Finally, levels 12 to 15 are made up of the X Liiga, XI Liiga, XII Liiga and XIII Liiga, which are also organised by county districts.
