Organisation of Football in Croatia

The organisation of football in Croatia is based on a hierarchical league system, allowing clubs to ascend or be relegated based on their performance. This structure is divided into several tiers, ranging from professional to amateur football.

At the top of the hierarchy is the Prva HNL, which is the highest level of Croatian football. It comprises 10 professional clubs vying for the title of Croatian champion. The bottom two teams in the standings at the end of the season are relegated to the Druga HNL, which also includes 16 clubs. The top two teams from this division are promoted to the Prva HNL, while the bottom three descend to the Treća HNL.

The Treća HNL, the third tier, is divided into three regional groups and hosts a total of 42 teams, primarily semi-professional. The top teams from each group are promoted to the Druga HNL, and the bottom teams are relegated to the Četvrta HNL. This tier is subdivided into several regional groups, operating on the same principle of promotion and relegation with the Treća HNL and the Županijska liga.

The Županijska liga, the fifth tier of Croatian football, is organised into 21 regional groups. It includes amateur clubs as well as reserve teams from professional outfits. Beyond the Županijska liga, the system continues with regional and local divisions, highlighting the depth and richness of Croatian football at all levels of competition.
