The organisation of football in Azerbaijan is structured around a hierarchical league system, allowing clubs to ascend or descend based on their performances. This structure is divided into several tiers, ranging from professional football to amateur football.

At the pinnacle of the hierarchy is the Premier League, which is the highest level of Azerbaijani football. It comprises 8 professional clubs vying for the title of Azerbaijan champion. The bottom two clubs in the standings at the end of the season are relegated to the First Division, which also includes 8 clubs. The top two teams from the First Division are promoted to the Premier League.

The First Division, the second tier of Azerbaijani football, hosts 8 clubs, primarily semi-professional. The two best teams are promoted to the Premier League, and the bottom two are relegated to the Second Division.

The Second Division, the third tier of Azerbaijani football, is organised into several regional groups. It includes amateur clubs as well as reserve teams from professional clubs. The top teams from each group are promoted to the First Division.
